Hello Crast,
Rosacea, like all skin conditions, should be treated from the inside as well as from the outside. Most natural health care practitioners think of liver problems first whenever there is a skin problem.
There are two significant clues in your description. First, is the clearing after using hydrocortisone. This confirms the inflammatory aspect of rosacea. The problem, as you discovered, is you cannot just treat the symptom of inflammation externally. Your relief only lasted "about a day - then it came back much worse."
Secondly, your flushing is "most after eating." This is a strong indication your diet and/or digestion are definitely factors. They almost always are with rosacea.
Please consider consulting a nutritionist close to you who can help you determine all of your specific dietary triggers/allergies. There could also be environmental triggers as well. This is a slow procedure requiring lots of time and dedication. But, it's worth it.
